PR addresses CQA for the Mirror registry for Red Hat OpenShift tool. Most of these changes are either structural or attribute-related. It touches 55 files because previously there were many instances of "Red Hat Quay" used in our docs, so I swapped those out to use the {quay} attribute. Additionally, the release notes were modularized to remove all level 2 (===) headings. PR itself should be a relatively easy XL to review.
